Great photos
I'm calling this Tabanus lacustris. There are 2 spp. that are almost identical, the other being T. melanocerus. However, I believe this is lacustris. Described by Alan Stone in 1935 from Lakeland, Florida.

has pointed out that lacustris is a junior synonym of melanocereus
