Yes, and a female.
Females can be enormous, and have shorter, thinner antennae than the males.

This one was 3 inches long, the abdomen was plumped also, maybe full of eggs?

 
Palo Verde Bug
We get them here out in East Mesa beginning in June. This year it began about the second week. We've seen them 5 inches long. The one you have there was so small I didn't think it was one of them.
