It turns out the key to male Stilobezzia is based entirely on the genitalia. I relied on similarity in appearance to the female, and the two-tone antenna hairs match the description of the male. There are only a few species of Stilobezzia so far north. None of the other northern species is a good match to your midge. There may be hundreds of species in the tropics.

My first impression is a male Stilobezzia. I haven't checked keys yet.
