Male - Cerceris bicornuta
Bob, please note that the notch on the yellow stripe, on the abdominal T2, can have a variable width in this species (the most) and the overall colors of this genus (mostly the black & red) are also slightly variable.
Here are a few reference images that you may want to compare with your male wasp's images.
