Preparing to molt
I believe this is the next-to-the-next-to-the-last-instar, and in the process of preparing to molt. I went back over a week later and found it in the process of molting into final instar. I'd say it's third instar but I'm not certain how many instars these have. You can see that some of the horns are transparent as the caterpillar prepares to shed....
