Meromyza sp.
Definitely a Meromyza (I wish all the chloropid genera were this distinctive), but I'd be cautious about a species name for this one. Fedoseeva's key is incomplete and doesn't work that well in some couplets, especially for females. There are also more eastern species of Meromyza, and more variation within species, than she may have realized. Still lots of work needed on this genus.

Thanks Terry.
I'll just leave at genus for now.
