Can't be sure, but ...
... I think this is a pteromalid, not an encyrtid. I seem to be able to see a long marginal vein, and the head/antenna are VERY reminiscent of Pteromalidae, while the scutellum reminds me of Brachycaudonia (although this specimen is definitely NOT that genus).

 
Further examination ...
... leads me to believe that this is indeed a pteromalid.
