Could this be as small as 2.5 mm?

 
Just checked the specimen
3.5 mm body length.

 
Rather large
The description of Paraclius quadrinotatus says length 2.4 mm, wing 2.2 mm. Otherwise your fly seems to match.

 
Checked again,
I may have been looking at a different Dolichopodid I caught. This specimen is indeed 2.5 mm long with the wing extending .4 mm beyond that(since the body has curled in death). Thanks for identifying this guy.
