Tiny Bug on Shore - Microvelia

Tiny Bug on Shore - Microvelia
Holly River SP, Webster County, West Virginia, USA
August 11, 2012
Size: 3.0 mm
Tiny bug on shore, seemed to have white scales. Velvet Water Bug, Hebridae?

Moved
Moved from Hebrus.

Moved
Moved from Semiaquatic Bugs.

Is this correct?
It seems to be Microvelia (Hemiptera: Veliidae), not Hebridae. Tarsi do not appear to be two-segmented. I can't quite see if the claws are apical or pre-apical and can't determine absence/presence of ocelli. I apologize in advance, if this image was placed correctly.
