I'm pretty positive this was a mix-up. Apateticus is really only found in the SW US.

Isn't this Apoecilus?
Maybe a mix-up with a similarly named genus?

Apateticus, yes; this IS its mouth
all the true bugs have such proboscis, it's just usually kept underneath at rest.
sturdy proboscis, like the one we see here, is typical for predacious forms; vegetarian one is thinner
