Stenopogon
This is a Stenopogon/Scleropogon (two closely related genera that I can't tell apart without looking under a microscope). Pretty fly; I've never seen them attack dragonflies but they're certainly big enough to try!

Stenopogon
Thanks Tristan. It was buzzing two different Striped Meadowhawks, but only very quick interactions. Didn't seem like serious attempts at predation.
