Size: Adult 1.2 cm Young .5 cm
All of the Alders along the creek look poor from this insect infestation. Observed mid-afternoon.

Thanks for your ID! Perhaps the defoliation of the Alders is due to a different insect. I can submit some photos of other clues that might explain the problem. There are small galls on the leaves. Thanks, Joy
