Mouthparts
Those long mouthparts seem wrong, but I don't know what else to suggest... Sparganothis is the only tortricid that comes to mind that has such pronounced mouthparts.

I'm now inclined to think it is one of the Cochylini, maybe a Phtheochroa species.
