Due to the dark, discolored patch on the underside of the mine, where the egg was presumably inserted, along with the nearby patch of feeding punctures, I think it is very likely that this mine was made by a weevil (subtribe Rhamphina). Two genera are associated with Populus, and mines have not been described for all of the species.
