Size: < 1 mm
Very small fly on crab spider which had recently captured a honeybee. On goldenrod.

Olcella (Chloropidae)
I'd say Olcella based on the striped thorax, overall shape and the kleptoparasitic behavior.

definitely not a phorid
this isn't an ID, but some similar-looking flies have been ID'd as Olcella, see:
