I sent your image to Dennis Paulson (1), (2) who identified it as a male Libellula flavida.
Mr. Paulson says that this is a new county record for Cleveland County and urges you to send the record into Odonata Central.

In my opinion - Libellula flavida (male)


Male Slaty Skimmer does not have the light sides of the thorax with the dark stripe through it.
