I believe this is a larva of C. haemorrhagica. I saw a large number of C. haemorrhagica adults at this location, and found no other species of tiger beetle during well over an hour spent intensively exploring the environs. Adult C. haemorrhagica were all around numerous active larval tunnels like the one shown below:



Note the swollen hump on the back of the fifth abdominal tergite, with the characteristic hooks that the larvae use to secure their bodies in their burrow as they lunge out for passing prey.
