Maybe Apedilum
Maybe Apedilum but it seems to have both an anal point and wing spots. One of the two described North American species has wing spots and no anal point. The other has no wing spots and can have an anal point. Also, it may have only 11 flagellomeres.

Re: TX banded-wing midge
Hi, John. I just swept another male and female, from a wet ditch on a roadside in Harris County, just a couple blocks from where my other specimens were found. Happy to try to look for/photograph any special characters, or send them to you or anyone else you suggest.

Thanks!
I still have the specimen if that would help.
