I have no idea what's going on here. My novice's guess is Diptera, but what's with the head?

Thanks to Tom Murray's new bo
Thanks to Tom Murray's new book I got on to genus "Euaresta". No luck with matching any of the species at Bug Guide. Any other thoughts?
