The shorter the wings, the less likely they are to try and fly
Maybe the ones with short wings know that they can't do it? This one has fairly short wings. Some males have long enough wings to fly, and they will (though not particularly far). The wings of "Boopies" are distinctly bluish, so they are usually easy to seen when they fly, especially these black ones. I've never seen a long-winged female fly, they are awfully bulky (plus they are rare), but maybe they can?
