Wasp? Hornet? Bee? - Vespa crabro - male

Wasp? Hornet? Bee? - Vespa crabro - Male
Echo Beach/Cornwells , Bucks County, Pennsylvania, USA
September 12, 2012
Size: approx 1.5 inch long
Not sure if this is a wasp, hornet or bee, and after an hour of researching, I'm not even close to finding an ID. This specimen returned to this spot 3 days in a row. The color in the photo is pretty accurate, body and head dark reddish color with yellow/brown-yellow striping, and legs are reddish brown.

The area is river front, with muddy beach, and is a tidal area of the Delaware river, and plenty of local trees/shrubs.
