Archilestes sp.
It is either a Great Spreadwing or a California Spreadwing. The wide white stripe on the thorax separates it from the Lestes sp. Someone with more experience may be able to tell you which it is.

California Spreadwing Archilestes californicus:
"2 incomplete white stripes thorax sides"

Great Spreadwing Archilestes grandis:
"one continuous pale yellow side stripe on thorax (white in immature)"

The picture isn't the clearest, and I'm not very familiar with dragonflies/damselfiles, but it looks to me like there are 2 incomplete white stripes on the thorax sides as opposed to one.
