Size: 2mm
This 'bug' was very small; probably more like 1.8mm than 2mm. I don't think that it really looks like a spittlebug, but I'm wondering if it is one because of it's jumping ability. This critter would spontaneously jump straight up in the air with lots of force. I was amazed. That's my main reason for asking if it's a spittlebug. Am I on the wrong track?

It's definitely a beetle, by those wing cases,
but you need look no further than those incredible thighs to explain the jumping ability. Flea beetle springs to mind - pardon the pun :) - but I can't tell you for sure.
