This wasp was visiting these yellow flowers along with a carpenter bee. These flowers were growing in an open area surrounded by mostly deciduous forest.

the folded wings say, Vespidae

Maybe Polistes metricus? This looks to my beginner eyes to be the closest visual match among the Polistes.



There is a previous Sept. Maryland record of that one.
