Harpalus (Megapangus) katiae Battoni
based on my microscopic examination of this male specimen which is now a photo-voucher in the P.W.Messer collection. ABL ~ 23 mm. Thanks Mike.

Head impunctate, otherwise externally inseparable from Harpalus caliginosus which has head punctate.
