This may actually be a third
This may actually be a third stage whitefly, possibly Tetraleurodes mori, usorum or similar. None of the oak coccoidea fit the image (e.g., Kermesidae, Eriococcidae). The body outline is Tetraleurodes shape, the wax projections are appropriate, and I can discern a median ridge on the dorsal abdomen.
