Definitely psyllids
There are a few adults in the photo, and although a bit blurry they can easily be diagnosed as psyllids. These are not, however, the common Hawthorn psyllid Cacopsylla peregrina - and as a result I'm not sure what they are. They resemble Triozids to me, but I can't tell anything more from this photo.

I am not so sure these are aphids.
The shape of the winged adults, especially wings make me think psyllid. I can't really zoom in enough without it getting all fuzzy. When you observed them on the leaf were you sure they were Eriosoma?

Yes, they might be psyllids. I truly did not examine them closely enough to say that they were aphids.
