seems more like sulcifrons; moving to that species.

My guess
is a horse or deer fly. They have the most beautiful eyes! Maybe a horse fly in the Tabanus genus, but that's just a wild guess. Tony Thomas is the expert on these.

 
Good guess
A female Tabanus. Just hope a dorsal view of the body was taken and gets posted.
