Tenthredinidae, Dolerinae
Dolerus tejoniensis (Norton). A brightly colored western Dolerus species, one of the few of the genus that can be identified from a picture. Larvae probably feed on Equisetum.

hmm... on Equisetum? looks like Dolerus sp., though
