Hunch
This view is slightly more lateral, but not sufficiently so to allow me to be sure. It might be Diplazontinae or it might be Ctenopelmatinae. I think the coloration of the hind tibia suggests the former, which are parasitoids of aphidophagous Syrphidae, which I presume might be common on carrots.
