This fly reminds me of scarab beetles.

Female?
Judging by the comments on #20570 and #17282, this is Eristalis transversa, and the dull scutelum may mean it's a female.

"yellow scutellum and bicolored thorax (gray front half, black rear half) is diagnostic"
