Looks like E. ebrium
This appears to be a male Marsh Bluet (Enallagma ebrium), judging by the apparently wrench-shaped cercus. The flecks could be pollen or debris. Many species of blue damselflies darken to purplish when cool.

 
Shoulder Stripe
Thank you, Ben. Much appreciated. Is the coloration on the thorax normal in E. ebrium, or all Enallagma species? It is much more solid than what I am have seen so far; the shoulder stripe is not distinct from the rest of the thorax.

 
Darkened
It has a black shoulder stripe, like most other Enallagma. This individual is cold, so the blue of the thorax has darkened to a purple color.
