This is a female Efferia aestuans or possibly the Florida Efferia femoratus.

 
Hmmmm.
Not, I think, aestuans. On aestuans, I believe the wings would come to the end of the last abdominal segment before the ovipositor, and even against the dark background, more black facial hairs would show up,and the long white hairs on the ventral surface of the abdomen would be more evident.

 
Efferia
I've still not seen a female E. femoratus. This may be it.
