Possibly
Using Yanega's guide (1), this looks like Saperda tridentata. I don't think the elytra are punctate enought for lateralis, but I may be wrong. Also, tridentata tends to have a lighter bluish colering on the elytra. I think it's a male, but I'm not sure.
