I think this is most likely Pimplinae: Ephialtini, but I cannot be sure that there is an areolet, and if there isn't it might be Glypta in the Banchinae: Glyptini.

Light
Whether better light would have helped, I am not sure. What would have helped is to have her open her wings slightly. Darn women never cooperate. :) But for what its worth (probably not much), I searched Taxapad for associations with Helianthus annuus. There were no Ephialtini, but there is Glypta prognatha Dasch, 1988.

 
Had she
only known who I am I am sure she would have been cooperative. If I could only covey that I am the Crazy (but harmless)Bug Lady I am sure insects would be lining up for their portraits, posing and posturing!

 
Lining Up for Portraits
The only method I have found for getting ichneumonids to "pose" for their pictures is to spray what I call strawberry dew on vegetation at the edges of woods.
