So what makes this a male rather than a female ?

 
Front tarsi
In many Dytiscidae, the males have the first pair of tarsi expanded and with suction cups to grip the females while mating.

pls correct location data (reads "Mclean, Virginia, Fairfax County, Virginia") following the instructions
also, for beetle/bug identification purposes, a plain dorsal view is usually critical; oblique angles like this one too often fall short of providing enough evidence for a positive ID
