I'm pretty sure. The wing venation is very unusual, and matches the illustration and description in the MND:
"Crossvein r-m situated at or before basal fourth of cell dm; R2+3 lying almost parallel to R1 and contacting C near union of R1 with C"

this is a great photo
I'm not entirely sure what the fly is, but I'm leaning towards one of the weird heleomyzids without pronounced costal spines

 
Lutomyia spurca?
The spineless Heleomyzidae are smaller and also lack dorsal preapical bristles on fore and mid tibiae.

The wing and pale color are like Lutomyia spurca. I can only find description of the male, which has a modified hind femur. Other differences include only one visible apical ventral on mid tibia; orbital bristles of equal size.

That would be a new genus and species for the guide. John, you know a lot more about flies than I do, so I'll leave it up to you or Keith. Thanks for all the work you're doing with Diptera.

No other pictures
I just checked and this is the only picture I took of the fly. It must have been one of the many times when I collected lots of bugs during the day and taking me a couple hours or more to photograph all of them at night then processing and posting.
