It's pale in this photo, but the orange band between the eyes differentiates this genus from Paraphlepsius.

This is a Deltocephalinae leafhopper. From its reticulated venation, I suspect it's in Paraphlepsius genus. Dr. Hamilton will know for sure. BTW it's easy to tell leafhoppers from planthoppers: leafhoppers' hind legs are spiny, planhoppers' are not.
