I looked it up online and found the common name Western pine spittlebug. I hope that is right. I'll have more western species for you as there seems to be some neat hoppers in this area.

Douglas-fir spittle bug
This species does not feed on pine, but on Douglas-fir, a tree that is dominant in intermontane valley bottoms in the Pacific Northwest states and adjacent Canada.
The western pine spittlebug is Aphrophora fulva. That spittle bug looks just like the Douglas-fir spittle bug, but it feeds on lodgepole pine, which usually grows at elevations above the Douglas-fir forests.

Aphrophora permutata
A much larger spittle bug with pitted wings. There are several species that look similar, but this is probably the common one.
