Leucotabanus annulatus? This is the closest match I can come up with. Found at the house lights at night.

Not as white-haired as

but can't think of what else it could be; it's a male.

is much prettier but then mine was taken at night.

 
This species
is crepuscular/nocturnal so it is not surprising that you saw it at night. Thanks for submitting, it's a nice photo. Moved to page.
