Looks similar to other Neon Skimmer's I see here, but thought someone else might be able to confirm or otherwise classify.

Found in North Texas, with slow running water in the shade, early evening. Very hot out this summer. He settled for maybe 30 seconds and was then gone.

Yes, definatly looks like a Neon Skimmer (Libellula croceipennis).
