I am trying to identify this insect on a leaf in front of a Pacific Tree Frog, (which I have now cropped out of the photo). Thank you!

Dolichopus?
If that black on the fore leg is real and not a shadow, this is probably a male Dolichopus. Many of them have ornamented legs to catch the attention of lady flies.

It would be much more helpful...
...to have a close-up of just the fly. You could always estimate the size, or just leave the size field blank.

I agree
just put the size in the size field (if known) and crop to "just the bug". Two objects of unknown size don't really help... is the frog there to let us know how big the fly is or is the fly there to let us know how big the frog is? All it really shows is that some fly is smaller than some frog. That is the reason we have a size field.
