found in grassland at 3,000 to 4,000 ft elevation I'm guessing. Likes to perch on the ground.

Robber fly
A member of the genus Proctacanthella. You have the choice of a few species in Arizona. Any side view of the terminalia? If this is a male, we can perhaps figure this out. There is also a chance that an expert may know this one on sight.

This Proctacanthella must be leucopogon (male) -- based on color + distribution.
