Size: 8-9mm
When at first I saw this small insect (here on Eriogonum kennedyi), I thought sand wasp. Once enlarged, I think this probably belongs in the Nomadinae, a female about to oviposit? Unfortunately, it was time to leave so I couldn't observe it any longer.

Triepeolus (now in Doeringiella); ID by Doug Yanega (Dept. of Entomology, Entomology Research Museum, UC Riverside, Riverside, CA).

Update: Acc. to John Ascher, Doeringiella sensu Michener (2000) has been reinstated into Triepeolus by Molly Rightmyer of KU.

Yes.
Cuckoo bee indeed, and yet another puzzling one. Solitary bee diversity goes through the roof in the southwest U.S. The pygidial plate (that really obvious oval shape at the tip of the abdomen) will probably help a 'real' expert get this to genus for you. Great images.
