Wasp swarm? - female

Wasp swarm? - Female
Seminole, Seminole County, Oklahoma, USA
November 20, 2012
Pulling in the trash bin this morning I realized there was just hundreds of these little wasps flying along the ground in a large area. I was wondering about their ID and their behavior. It's unseasonably warm today as well.

Moved
Appears to be a male of Cryptini, and I would speculate that there might have been one or more females about to emerge that might have been attracting the males.

Moved from Ants, Bees, Wasps and Sawflies.

Would the females appear different?
I got a few blurry pictures of some similar wasps without the yellow triangle on the back that were among the group...

If
If my identification is correct, the females would have a fairly long ovipositor.
