Size: a few mm
Are these Oleander aphids that are green rather than yellow, or are they another species? They are feeding on a cactus flower bud here. There are a couple of winged ones if you look carefully.

Aphids are host-specific
so, even if they looked the same, the ones you find on cactus are not likely to be the ones you find on Oleander (or milkweed), though one species can have more than one host at different times of the year. Unfortunately of the hundreds of aphids (around 1300 species) in the US, we so far have only five genera identified in these pages. You might try searching on the internet by host plant, though.
