in my opinion - Hylephila phyleus (female)
Hylephila phyleus
female
Atalopedes campestris
female
Note in your image and the
Hylephila phyleus
images on the underside of the FW - the dark basal patch with the adjoining dark patch attached to the upper corner of the basal patch.
This is characteristic of the female
Hylephila phyleus
.
Note in the
Atalopedes campestris
images that there is a dark basal patch but that there is
not
an adjoining dark patch.

After looking at your example
After looking at your examples and reviewing examples of Fiery and Sachem from Hidalgo county, Texas on "Butterflies of America" web site, this skipper does appear to be female fiery skipper.

Female
The large long dark spot underside the fore wing fooled me. The image helps clarify.
