I am almost positive this is the juvenile form of the green Acanaloniid planthoppers:

I've seen both in heavy concentration feeding on our Hastas plants.

Acanalonia conica
Acanalonia ("Acanaloniidae") is a broad-winged member of the family Issidae (which usually has short wings). The pointed adult head is distinctive. It is good to have an associated nymph for this species - we need more such examples of associated immature and adult bugs.
