Is this a wasp or a bee? Any idea of the genus?

a wasp or a bee?
good question... technically, according to recent studies, this is a member of the wasp family that also includes bees!
anyway, this wasp is in the subtribe Crabronina(1) --hope the experts are able to give you a more specific ID

Thanks for the ID
Thanks for the quick ID. It is appreciated. Links to the other photos was very interesting, especially the male with the expanded tibia on the forelegs for covering the eyes of the female during mating. Fact is stranger than fiction!
