He is in the genus Scudderia
Do you have a photo from the side? A view of the appendages on the end of the abdomen is needed to be certain of the species.

I think Scudderia septentrionalis is probably correct.
I'll do some closer looking at the details soon, but it's the only species that has the same shape to the wings as this one seems to have. I hesitate mainly because this fellow is from far enough south that I wouldn't expect that species to be found there (though the species is in northern Missouri, so this isn't really much of a stretch).
